Vanco plc was a provider of virtual data network provisioning and management.  It wished to enlarge its presence in the U.S..  Vanco engaged Acquest to find a suitable acquisition candidate.  Universal Access was a former public company in bankruptcy.  Acquest arranged for Vanco to be the stalking horse, and assisted in it becoming the successful bidder in a 363 bankruptcy auction.
